The Youth Referral and Independent Person Program (YRIPP) trains and supports people working as Independent Persons (IPs) across Victoria.
YRIPP provides up-to-date training, a statewide IP roster, resources for police and parents and a access to a 24-hour legal advice line for young people in custody.
YRIPP is a unique partnership between community agencies and the Victoria Police. It is funded by the State Government and is a partnership of CMY, the Youth Affairs Council of Victoria, UnitingCare and other agencies.

What is an Independent Person?
The law requires that an adult be present during formal police questioning of a young person under 18 years of age. When a parent or guardian is unavailable, an adult 'Independent Person' is required to be in attendance. (Section 464E, Crimes Act 1958)
A co-ordinated system of support
The establishment of a co-ordinated Independent Person system of support provided to young people in police custody offers a significant opportunity to address the over-representation of young people in the justice system, including those from migrant and refugee communities.
